The Work Plan of KRSU and SPbPU for 2025 was formed
Within the framework of the working visit of the Acting Rector of the Kyrgyz-Russian Slavic University Sergey Volkov to Peter the Great St. Petersburg Polytechnic University on February 4, a meeting of key managers was held to finalize the main positions of the Plan of joint activities of KRSU and SPbPU for 2025.
Opening the meeting, Dmitry Arseniev, Vice-Rector for International Affairs of SPbPU, thanked the participants for their considerable efforts in working on the Plan. One of the main blocks of joint activities is «Development of Educational Potential». The working group under the leadership of Lyudmila Pankova, Vice-Rector for Academic Affairs, worked out in advance with colleagues from KRSU the issues related to the opening of network master’s degree programs in the areas of civil engineering, software engineering, logistics and technosphere safety. KRSU will serve as the base organization and plans to begin enrollment in the programs in the fall of 2025. In the second year, KRSU students will come to SPbPU and, in case of successful mastering of all disciplines, will receive master’s degrees from both universities. Sergey Volkov confirmed that the most talented graduates of such joint programs will be invited to teach at KRSU.
The most important component of educational activities is the organization of a distance learning system for KRSU students, using the resources of Polytechnic University. The joint work plan provides access to most SPbPU courses on the Moodle platform, as well as access for more than 50 students to work on the online laboratory campus. KRSU is working to open an Online Course Recording Center in Bishkek as early as 2025.
The successful practice of academic mobility of 3rd year KRSU undergraduate students for semester study at SPbPU, which was implemented last year, will be continued in 2025. Professional development for KRSU faculty will be carried out in hybrid and face-to-face format. There is a great demand from Kyrgyz colleagues for programs in energy, electronics, supercomputer technologies, economic security and others.
Yuriy Fomin, Vice-Rector for Research at SPbPU, presenting the final work plan for the «Development of Scientific Potential» block, emphasized the need for KRSU management to build end-to-end business processes from the selection and training of talented young scientists in graduate school to the formation of dissertation councils and successful defenses.
As a result of preliminary work of specialized scientific groups of KRSU and SPbPU institutes, a list of 12 initiative projects of joint scientific research has been prepared. Yuriy Fomin proposed to correlate with these projects the planned internships of postgraduate students, organization of defenses, preparation of publications, and grant applications in order to ensure the most effective activity of joint research groups and support the long-term development of scientific potential.
Two global joint projects between KRSU and SPbPU are planned as flagship projects in the Work Plan. The first project is related to the work of KRSU’s high-altitude observatory of atmospheric physics. The observatory is equipped with high-tech instruments, in particular a lidar complex. The project will be more fundamental in nature and will be related to studies of the state of the atmosphere, environmental monitoring, formation of predictive models of seismic activity, etc. Over the years the laboratory has collected a significant amount of data that can be used for verification and model building.
The second project is an applied task of preparing a comprehensive plan for the development of mining in the interests of KRSU’s industrial partner, OOO Alliance Altyn. In early March, a large field meeting will be held directly at the production site of Alliance Altyn. IE specialists will be sent to Bishkek to directly determine the range of tasks and packaging of the applied project with the customer.
KRSU attracts not only industrial partners, but also governmental organizations. In particular, a request was received from the Ministry of Emergency Situations of the Kyrgyz Republic to organize on the basis of KRSU the Fire Safety Center for training and advanced training of relevant specialists.
Andrei Lyamin, Vice-Rector for Information Technologies of SPbPU, confirmed the possibility of using the resources of the SPbPU supercomputer for joint scientific work and educational process. In the near future a joint scientific group will be formed and KRSU scientists will be able to get the necessary access, including for the implementation of the above-mentioned flagship projects. Andrey Lyamin also raised the issue of organizing KRSU’s access to the most important university toolkit, i.e. Anti-Plagiarism program, which is highly demanded for scientific and educational activities. In accordance with the Work Plan, SPbPU will provide the Kyrgyz university with access to the resource in order to cover the needs of KRSU in this part.
In the Joint Work Plan, a significant block is devoted to the interaction of library systems, in particular, the development of joint IT solutions, regulations and methodologies that will contribute to the maximum digitalization of librarianship, the formation of an active repository and the promotion of the results of intellectual work of students and scientists of KRSU.
One of the key joint activities will be a project-analytical session on the development of the KRSU development program for 2026-2030 planned for May 2025, as well as expert sessions to monitor the implementation of the current development program and the processes of modernization and transformation. Maria Vrublevskaya, Acting Vice Rector for Advanced Projects, commenting on the preparations for this session, emphasized the attention of the KRSU management to the recommendations on the assessment of competencies and staffing of KRSU, as well as the implementation of comprehensive work within the framework of human capital management policy, which were formulated as a result of the strategic session in December 2024.
