First Vice-Rector of SPbPU and a Representative of the Committee on Economic Policy, Innovative Development and Entrepreneurship of the State Duma Discussed the Methods of Governmental Support
V.F. Zvagelsky, Deputy Chairman of the Committee on Economic Policy, Innovative Development and Entrepreneurship of the State Duma, a member of the all-Russian political party “United Russia” paid a visit to Peter the Great St. Petersburg Polytechnic University. The aim of his visit was to discuss the methods of governmental support for innovative entrepreneurship with V.V. Glukhov, First Vice-Rector of SPbPU, Professor at the Department of Economics and Management of Real Estate and Technology, Doctor of Economics.
The challenge of innovative development of Russian economy determines the necessity to study systematically, summarize and critically analyze the existing methods and mechanisms of governmental support for innovative entrepreneurship, which, in its turn, determines the urgent character of the meeting’s agenda. V.V. Glukhov emphasized that in modern economy innovations play the most important role, as competitiveness of an enterprise, an industry and a state as a whole directly depends on their innovative activities. At the same time innovative entrepreneurship cannot develop at full pace due to the absence of the necessary legislation.
During the meeting the colleagues discussed methodological approaches to forming and developing the mechanisms of governmental regulation and support of innovative entrepreneurship in modern Russian economy. The results of the discussion are to become part of another joint publication. The Polytechnic University and the Committee on Economic Policy, Innovative Development and Entrepreneurship of the State Duma have already initiated several publications concerning the mechanisms of governmental support for innovative entrepreneurship. The unanimous opinion of the colleagues is that these publications help to make a certain contribution to the theory of innovation management and investment activity. Their practical value is determined by the fact that these publications are used when preparing legislative acts, teaching and learning materials while forming and developing the methods and mechanisms of state regulation and support of innovative entrepreneurship.
During the visit the program of cooperation between SPbPU and the Committee on Economic Policy, Innovative Development and Entrepreneurship for the period of 2015-2016 was approved. V.F. Zvagelsky visited the Supercomputer Center of SPbPU, the Institute of International Educational Programs, and several research laboratories of the University. Among other things, V.F. Zvagelsky had a meeting with Veselin Georgiev Mikhailov, a scientist from Bulgaria and a leading specialist in the sphere of thermal, structure forming, thermal diffusion and thermomechanical processes that take place during welding. The research of the team headed by Professor Mikhailov is aimed at developing the technologies enabling the creation of lightweight materials and structures, which currently is one of the most promising fields of materials science and machine building. (Further information on the spheres of research conducted at this laboratory, which was established at the Polytechnic University owing to the governmental Program “Megagrants” will be presented later).
